Crown Prosecution Service asked to consider sanctioning of owner of Teddington playing fields

The Chair of Udney Park Community Fields Foundation, Jonathon Dunn, has written to the Crown Prosecution Service (CPS) to sanction Mr Wu, the owner of Teddington's Udney Park Playing Fields, if "he is indeed" related to fraud operation, the Prince Group.
Dunn said: "It has been reported that the ''second in command'' of the Princes Group is a person called Wu An Ming, who owns Teddington's Udney Park Playing Fields under an alias."
Last week, Chinese television showed footage of the US-indicted tycoon Chen Zhi (who has connections with Mr Wu) being escorted by armed police after his extradition to China from Cambodia, where authorities on Thursday ordered the liquidation of a bank he founded linked to a massive "scam centre" network.
Chen, who chairs a conglomerate the US says is a front for a multibillion-dollar online fraud operation, was shown in handcuffs and hooded as he was led off a plane at a Beijing airport by black-clad Swat officers, with the state broadcaster CCTV describing him as the "leader of a major transnational gambling and fraud crime syndicate".
According to the Guardian, "The surprise arrest of Chen is the biggest step yet in efforts by a number of countries to crack down on sprawling compounds in south-east Asia that house tens of thousands of workers, many trafficked and forced into scamming victims around the world, in what the United Nations says has evolved into a sophisticated global industry".
It writes: "The extradition of the young tycoon was announced late on Wednesday by Cambodia, the base of his Prince Group of businesses, after what its interior ministry said was a months-long joint transnational crime investigation with China."
LTN reports: "In October, the U.S. Treasury Department sanctioned a man known as "Chen Xiao'er" [also Mr Wu] based on his partnership in just one company with Prince Group founder and chairman Chen Zhi.
"Last month it was revealed that Chen Xiao'er also holds significant assets under the name Wu An Ming, but that alias was not listed by sanctions authorities.
"Now, reporters have uncovered two more identities: Hu Shi, and his birth name Hu Xiaowei. A closer look at those names shows that he has a deeper relationship with Chen Zhi, and the conglomerate, than U.S. authorities noted — including his ownership of two important Prince Group companies.

"Under his birth name, Hu Xiaowei, he is reportedly being investigated in Taiwan for allegedly playing a major role in the Prince Group. According to local media, prosecutors have labelled him "second in command" under the group's chairman, Chen Zhi. ''
The local interest in Mr Wu is due to his ownership of Udney Park Playing Fields. He purchased these fields via a company registered in the British Virgin Islands called Leisure Focus.
The company name of Leisure Focus was changed from Wealth Creation International in July 2022 immediately before the land was purchased. Since then, he has sought to land-bank these fields presumably for future development.
Mr Wu had indicated that he would be open to renting out space on these fields and created a company called Udney Park Management Ltd to do so.
This company was struck off on 6 January 2026 and is to be dissolved tomorrow (Tuesday, 13 January 2026).
Mr Wu is listed as the one person with significant control in Udney Park Management Ltd.
The Company House records state that his country of residence is England. Company House also state that Leisure Focus is the shareholder in this company.
Udney Park Community Fields Foundation had made an offer to purchase these fields, but this offer has been withdrawn considering the controversy surrounding Mr Wu, and concerns about the legality of transferring funds to him.
At today's date (Monday, 12 January), Mr Wu is not sanctioned in the UK. The Foundation has written to the CPS asking it to consider sanctioning Mr Wu.
