Teddington bungalow will not be converted into detached, two-storey dwelling

Richmond Council has rejected plans to demolish a bungalow in Teddington and replace it with a detached two-storey dwelling.

The planning application, which is for a property located on St Albans Gardens, sought permission for "Demolition of the existing bungalow and replacement with a detached two-storey dwelling with associated works".

The associated works included carparking, landscaping, air source heat pump, and bike, garden, and bin stores.

The Proposal involved the demolition of the existing bungalow and erection of a twostorey detached dwelling in a traditional form, with two symmetrical bays and hipped roof.

If planning permission had been approved, accommodation would have been set over three floors and to the rear of the dwelling, and a flat roof single storey projection into the garden was proposed.

The existing dwelling is a single storey dwelling on the privately maintained St Albans Garden.

It, along with neighbouring properties, were part of a late 1960s development of simple bungalows along the south end of the road.

The wider streetscape of St Albans Gardens varies, with the east side more defined by smaller and lower scale dwellings, generally of simple construction with brick and pitched roofs.

The west side was developed later and has larger two storey dwellings with a mix of symmetrical and asymmetrical forms. There are some larger historic buildings to the south.

As part of the decision-making process, Richmond Council consulted various neighbouring properties about the application and received several letters of objection regarding matters including:

  • Design, character and scale
  • Previous planning decisions and proposed height
  • Privacy/ overlooking
  • Objections to location of air source heat pump/AC
  • Daylight/sunlight – loss of light created by three storey property
  • Loss of housing
  • Flooding and drainage
  • Trees and landscaping
