Plans submitted to convert single storey outbuildings in Hampton Hill into ancillary accommodation

Plans have been submitted to Richmond Council for the "Erection of a pair of single storey outbuildings to be used as ancillary accommodation by the flats of No. 81 High Street".

An application document, submitted by JLA Town & Country Planning Consultants, said: "The Applicant is the owner of the Site and seeks to make efficient use of the unused rear garden and optimise the accommodation for the occupants of the flats by providing ancillary residential accommodation."

It added: "The Site comprises a vacant plot of land to the rear of 81 & 83 High Street. The Site does not benefit from vehicular access and the adjacent road is a private driveway to No. 85 High Street. 

"The Site is bordered by the rear gardens of 81 and 83 to the south, the driveway and house of No. 85 to the northeast (formerly a day nursery) and north west and the car park to Penny Farthing Mews to the south, a relatively recent development which replaced lock up garages and small storage units."

It continued: "The Site is in an area of mixed-use with the High Street designated a Local Centre in the Local Plan, with commercial use dominating along the High Street with residential uses and ancillary uses above and also located behind the High Street in some instances. 

"Bushy Park is located to the east of the Site. The Site lies in the High Street (Hampton Hill) Conservation Area, which forms the busy centre of Hampton Hill and the historic core of the original linear settlement.

"It is a largely commercial and residential area that also retains a distinctive traditional village high street character. 

"The frontage buildings on the High Street are designated as locally listed Buildings of Townscape Merit."

The proposal involves the "creation of a single storey outbuilding to the rear of the garden to be utilised by the occupants of the flats as ancillary accommodation". 

The application document said: "The building would be subdivided to provide half the building per flat. The ground and first floor flats comprise 2 bedrooms and an open plan living, kitchen and dining area. 

"The ground floor flat has an area 59sqm, whereas the first floor flat is 39sqm and thus they fall below current National Space Standards, which requires an area of 61sqm.

"As such, the proposed ancillary accommodation would provide the occupants with flexible ancillary space to be used for storage, home office working and leisure space etc. to complement the flats."

The application has already had three public objections regarding the proposal being a "massive overdevelopment", the impact on the aesthetics of High Street, and the motive behind the development.

Richmond Council is yet to make a decision on this application.
