Teddington primary school could start hosting late night PTA events

A primary school in Teddington could start hosting late night PTA events.

Collis Primary School, which is located on Fairfax Road, has submitted a licensing application to the council seeking permission to host films, live and recorded music, and performances of dance both indoors and outdoors as well as to supply alcohol for consumption botH on and off the premises.

Collis hopes to host these events and supply alcohol from 12pm - 10pm Thursday through Saturday and from 12pm - 8pm on Sundays.

The premises will be open to the public during certain PTA fundraising events only on occasional dates throughout the year with a maximum of 10 events.

Collis says that " Alcohol will be sold and supplied by or under the authority of the Personal Licence Holder at occasional PTA fundraising events, such as the Christmas Fair, Summer Fair, Fireworks Night, and other smaller-scale events. Activities will be supervised by event organisers, limited to the hours permitted under the premises licence, and capped at a maximum of ten events per year".

It added that " Indoor or outdoor dance activities may take place at occasional PTA fundraising events".

With regards to hosting recorded music, the school says that "Amplified or unamplified recorded music may be played indoors or outdoors at occasional PTA fundraising events".

It added that "Amplified live music will be performed indoors or outdoors at occasional PTA fundraising events, such as the Christmas Fair, Summer Fair or other smaller scale events. Activities will be supervised by event organisers, limited to the hours permitted under the premises licence, and capped at a maximum of three events per year".

And the same goes for hosting films.

As per keeping in line with the council's licensing objectives, the school said: "The premises operates primarily as a primary school and licensable activities will only take place on an occasional basis in connection with organised community fundraising events organised by the applicant (the PTA).

"These events will be managed and supervised by responsible authorised adults acting on behalf of the PTA and by prior agreement with the school.The applicant is committed to promoting the four licensing objectives. Prior to events involving licensable activities, appropriate risk assessments will be undertaken to identify any potential risks and to ensure that suitable control measures are implemented.

"These may include supervision of entrances and exits, monitoring of attendance levels to ensure safe capacity, and ensuring that events are conducted in a safe and orderly manner.

"Alcohol sales and regulated entertainment will only take place during occasional events organised by the applicant. Events will be supervised by the applicant. Where appropriate organisers will monitor behaviour to ensure a safe and respectful environment. Any incidents will be recorded and addressed appropriately.Individuals serving on the bar will be advised to refuse service to intoxicated persons.

"An incident log will be maintained and made available for inspection. The applicant will work with local police and licensing authorities where required."

It continued: "All events will take place within the school premises, which comply with relevant health and safety and fire safety requirements.

"Event organisers will be familiar with emergency procedures, including evacuation routes and assembly points. The number of attendees will be managed to ensure the premises does not exceed safe capacity limits. First aid provision will be available during events where required.

"Music levels will be controlled to avoid disturbance to nearby residents, and events will finish at reasonable times. Attendees will be encouraged to leave the premises quietly and respectfully.

"Where necessary organisers will supervise entrances and exits at the end of events to minimise disturbance. Free tap water will be available where alcohol is being sold and there will be no irresponsible drinks promotions.

"As the premises is a primary school, the protection and welfare of children is a priority. Alcohol will only be available to adults at appropriate school events and will not be sold to anyone under the age of 18.

"A responsible adult will supervise the sale or supply of alcohol, and acceptable identification will be requested where there is any doubt about a person's age. Children attending events will remain under the supervision of their parents, guardians, or school staff."
