Richmond borough lays foundations for fairer borough with affordable housing boost

Richmond Council is boosting delivery of more affordable homes across the borough – with more than 250 expected to start on site within the next two years.

From new social housing to shared ownership and supported living schemes, these homes are part of a growing pipeline designed to help residents remain in the areas they call home.

To support this, the Council is introducing Affordable Homes Richmond: Foundations for a Fairer Borough – a new way of highlighting the range of affordable housing projects being delivered locally.

The initiative aims to make it easier for residents to see where and how progress is being made.

Councillor Jim Millard, Deputy Leader and Lead Member for Housing, said: "This is about more than bricks and mortar. Every new genuinely affordable home delivered helps build the foundations of a fairer borough, a more inclusive borough – one where people can stay in the communities they call home. 

"We're proud of the progress we're making, with over 250 starts on site over the last two years, and over 250 starts planned across the next two years. We want residents to see and feel the difference this work makes to people's lives every single day."

Affordable homes being delivered across the borough include:

  • Council-owned sites such as Meadows Hall, Mereway Centre and Elleray Hall – delivering a mix of supported housing, large family homes and affordable flats for low-cost rent or shared ownership
  • Ham Close Regeneration – a partnership with RHP and Hill to build 452 new homes, including 221 affordable homes across all phases. Phase 1 includes 63 affordable homes, evenly split between London Affordable Rent and shared ownership
  • Potterill Court (RHP) – six London Living Rent flats, including accessible homes, on a former garage site. The scheme includes outdoor space, ecological features and secure storage – and offers a pathway into shared ownership
  • Greggs Site (London Square) – 116 new homes, with 58 affordable homes for social rent and shared ownership integrated on-site to help meet local demand
  • Richmond Education and Enterprise Campus – 212 homes, with more than half (108) classed as affordable. Latimer and London Square will deliver 28 for London Affordable Rent and 80 for shared ownership
  • Property acquisitions – 47 homes purchased since 2022 for both temporary and permanent use, with 50 more planned in the coming two years
  • Empty homes – over 150 previously vacant homes brought back into use through Council-supported work

Cllr Millard added: "By bringing these projects together under one banner, the Council aims to show how different strands of work – from planning policy to housing partnerships – are adding up to real change.

"This programme also supports the goals set out in Richmond's emerging Local Plan, which calls for 50 per cent of new homes in major developments to be genuinely affordable – helping ensure the borough remains inclusive and accessible for all."
